- The mandatory presence of an organization that plans to restore ozone-depleting substances, a portable pumping station and cleaning of refrigerants, a recycling plant
- Obligatory availability at the organization which is going to perform destruction of ozone-depleting substances, one of: Rotational furnace, thermoreactor, microwave plasma
- The copy of the agreement (contract) on rendering intermediary services (in case the intermediary acts as the applicant)
- Copies of the quality certificate, the material safety data sheet (quality), certificates of quality certified by the manufacturer (producer)
- Copy of the operative insurance policy of cargo insurance
- The copy of the agreement (contract) with the organization on implementation of restoration of ozone-depleting substances (it is represented in case restoration is performed not by the applicant)
- The copy of the agreement (contract) with the organization on implementation of destruction of ozone-depleting substances (it is represented in case destruction is performed not by the applicant)
- A copy of the information confirming that the movement of ozone-depleting substances is carried out in multiple-use containers, if the legislation of a member state of the Union prohibits the import (export) of ozone-depleting substances in single-use containers
- The letter of the applicant confirming use of ozone-depleting substances only as raw materials for production of ozone-safe chemicals or the copy of the agreement (contract) with the organization

Step 3. Submission of documents on obtaining the license (personal presence is not required)

- The statement for licensing for import of separate types of goods in electronic form, the uslugopoluchatel certified by the EDS, in a form, according to appendix 2 to this standard of public service
- The electronic copy of the receipt on payment in the budget of licensing fee on the occupation right separate types of activity, except for payment through PShEP
- The electronic copy of the agreement (contract) on rendering intermediary services (in case the intermediary acts as the applicant)
- The electronic copy of the certificate of conformity or the written notice of the manufacturer (producer) that the ozone-depleting substances produced by him and (or) the products containing ozone-depleting substances meet the requirements of documents according to which they are made
- The electronic copy of the operative insurance policy of the cargo insurance or other document provided by the legislation of a state member of the Union, confirming providing with the applicant performing import of ozone-depleting substances and (or) the products containing ozone-depleting substances, guarantees in case of damnification to human health and the environment
